New York’s highest court has struck down regulatory hurdles that keep foster youth separated from out-of-state parents. Until now, out of state parents were denied placement custody based on rules set by the Interstate Compact on the Placement of Children (ICPC). This ruling states that non-custodial parents should not be subjected to the compact’s provisions.
