California's County Welfare Directors Association along with others are clashing over the debate around the future of child welfare entitlement and the implementation of the Family First Act. Though it is designed to finance reform, agencies are now able to use the Title IV-E entitlement on parental supports, not just on children living in out-of-home care.
PennsylvaniaGovernor Tom Wolf has signed legislation that will greatly affect 76,000 grandparents raising more than 83,000 grandchildren. Advocates acknowledge that children in formal kinship care are less likely to end up in foster care and experience better outcomes.
South CarolinaGovernor Henry McMaster requested his state be exempted form regulations that prevent federally funded foster agencies to discriminate based on religion. The Anti-Defamation League opposes this and states it is unconstitutional.
